The moving element is made in the form of two rotary separated frames. The upper contour of the frames is inclined downward from the centre toward the edges, and each of them is inclined toward the basis and is fastened to the power unit with possibility of elastic turning back downward. The spring is installed between the frames, or in the tubular sectors, which hold the frames.
