This invention pertains to a kind of water-based adhesive with water-retaining property, wherein polyacrylic acid or polymethyl acrylic acid or aqueous solution of their copolymer, hydroxyl methyl acrylic amide, carboxyl acrylic amide or their polymer or copolymer, and amino-containing compound or their polymer are mixed and undergo reaction under proper conditions. The resulting adhesive having slight water-proof property is neutralized by basic aqueous solution and blended with water solubility modifiers, such as polyol or polymeric alcohol or polyether alcohol, as well moderate amount of 2-pyrrolidone and 5-carboxylate to form a water-soluble pressure responsive adhesive having excellent water-proof and water-retaining properties.
