Abstract

A foaming agent comprising at least a polyoxyethylene and/or polyoxypropylene type of non-ionic surfactant which has a total HLB by Griffin method of at least 12, and provides improved foaming characteristics to foaming cosmetic compositions. In one preferred embodiment of the present invention, the forming agent is comprised in a foaming cosmetic composition such as a hair mousse composition comprising the foaming agent and further comprising a solvent and optional components such as polymer, preservative, and propellant.
