However, the greater magnetic force of the permanent magnet (3) makes it difficult to close the valve, or the plunger (2) will be pulled away upwardly form the close valve state and cannot be maintained in the close valve state. To this end, a bypass portion (42) is designed to contact a magnetic core (4) and a frame (5) so that a portion of the magnetic lines from the permanent magnet (3) will not flow to the plunger (2) and will instead bypass the same.
