Abstract

A video disc decoder includes a decoding section for decoding first picture data, which is read out from a video disc, into second picture data. A PAL encoder is operative for encoding the second picture data, which is generated by the decoding means, into a PAL video signal. A converting section is operative for processing the PAL video signal, which is generated by the PAL encoder, to delete horizontal scanning lines from a region of a raster and to change a vertical sync frequency, and thereby for converting the PAL video signal into a video signal of another format. An input section is operative for designating a position of the line-deleted region of the raster in response to user^s requirement. A controlling section connected to the converting section and the input section is operative for controlling the converting section to move the position of the line-deleted region in response to a change in the user^s requirement.
