A computer having a monitor driving device for controlling video display turn-on time, including at least: a power supply having the computer power supply for the supply of power to the computer; a monitor integrally formed with the computer with power supplied by the monitor power supply in the power supply; a computer circuit receiving power from the computer power supply for operations operating a relevant device by the comuter circuit output image controlling signals; monitor for operations based on the image controlling signals output by the comptuer circuit; and preheating controller in the power supply for the control of the power for the preheating of the monitor for reduction of turn-on time being the power for the monitor preheating supplied by the computer power supply with the monitor power supplies not in supply of power.
