A video signal viewing device comprising a receiver telephone, a user command circuit coupled to the receiver circuit, and a display device coupled to the receiver circuit, the device further comprising: an input buffer circuit coupled to the receiver circuit and having an input end for receiving and buffer storing a part of the signal and an input buffer output end; a memory circuit coupled to the input buffer output end for storing the part and comprising a memory output end; and an output buffer circuit having an output buffer input end coupled to the memory output end for receiving and buffer storing the memory output and an output buffer output end, and in which: the command circuit enables the output of the output buffer to be coupled to the receiver circuit in order to transmit the part upon receiving a command by the user and displaying on the display device.
