A slow dissolving agent which comprises an aryl compound (C) containing oxyethylene groups and having a melting point higher than 50 degree C, alone or in combination with a water soluble aliphatic compound (D), which is characterized in that the aryl compound (C) containing oxyethylene groups and having melting point higher than 50 degree C is selected from at least one of epoxy ethane adduct of aromatic monocarboxylic acid, epoxy ethane adduct of aromatic polycarboxylic acid, and epoxy ethane adduct of bivalent phenol, and the water soluble aliphatic compound (D) is selected from at least one of C2-6 alkylene glycol, trivalent and up aliphatic polyvalent alcohol and polyalkylene glycol.
