A method of controlling congestion in one communication network node comprises of: (1) deciding signal parameters of node such as output queue length q, output queue length variation delta-q and output queue cell loss rate pl etc. corresponding to some kind of communication link; (2) evaluating measured signal parameters such as output queue length q, output queue length variation delta-q and output queue cell loss rate pl etc., and evaluating each fuzzy control rule to decide output signal quantum adjustment parameter y; (3) according to acquired signal quantum adjustment parameter y, sending control signal for adjusting cell transfer rate to other network node of node controlled by "some kind of communication signal".
