Abstract

Quality promotion is an only way to exist and develop for the small and medium enterprises to achieve the global competition in Taiwan. The quality management systems are easily to establish, implement and assess, but the statistical quality control processes are not easily to conduct on the enterprise management systems. Hence, it is affected the efficiency of quality promotion and contractual fulfillment. There is necessary to build a system to help the small and medium enterprise to define their products criteria, specification and sampling plans, or to implement the purchasing contracts with suppliers and customers. This research will develop a sampling plans system which is easily to apply for the lower level operators, such as: engineering design, production/manufacture management, marketing and purchasing management etc. The sampling plans system is based on internet systems to share the sampling information each others. For achieving easily application, this research divides the sampling plans into a basic module. Users can easily apply on their jobs and do not need to understand the statistical processes. The sampling plans in common use are integrated in this research classified as: two point sampling schemes, continue sampling schemes, rectifying sampling schemes, adjustable sampling schemes and preventative sampling schemes. There are 15 different kind of sampling planning included in this system, such as: MIL-STD-105E, MIL-STD-414, MIL-STD-1235, MIL-STD-1916, JIS Z9002, JIS Z9003, JIS Z9004, JIS Z9006, JIS Z9008, JIS Z9009, IOS3951, ANSIASQC, LTPD, Dodge-Roming, and Dodge. Meanwhile, there are 204 sampling planning options using for different scenarios. The developing system in this research can efficiently help the enterprise to define the products criteria, specification and sampling planning. Meanwhile, the enterprise can apply internet to get the quality information in time, when they develop transnational business and manage supply chain business. Hence, the sampling system can link with design system, purchasing systems or ERP systems to help quality control on line. Meanwhile, the sampling system can apply to educational training to promote the operators' concept of the statistical quality control.
