Abstract
The innovatory method was single and efficient process. We manufactured the electrical water to use this process and equipment. The electrical water used the water as the starting material, its' oxidation-reduction-potential value was 280 mv. This equipment could discharge electrons into water to decrease the water's oxidation-reduction-potential to below-400 mv during one hour. So we could call this discharged electrons into water as the electrical water. The equipment including voltage-frequency-stabilizer could increase the efficiency of the negative electrode which was discharged electrons into water.
