TARIFNAME ARAMA ÜCRETINI ÜÇÜNCÜ BIR SAHSA YANSITMA SISTEMI Teknik Alan Bu bulus, telekomünikasyon kullanicilarinin, arama ücretini arayan veya aranan taraf disindaki üçüncü bir sahsa yansitmasini saglayan bir Sistem Ile ilgilidir. Önceki Teknik Günümüzde telekomünikasyon kullanicilari tarafindan yapilan aramalann ücreti arayan kisiye yansitilmaktadir. Arayan tarafin arama ücretini karsi tarafin ödemesi için bir talep olusturulmasi halinde ise aranan tarafa bu talep iletilmekte ve aranan tarafin talebi kabul etmesi halinde arama ücreti aranan tarafa yansitilabilmektedir. Bunun yani sira kisinin faturasinin tamaminin baska bir kullanici faturasina yansitilarak beraber ödenebilmesi de söz konusudur. Ancak arama yapmak için yeterli bakiyeye sahip olmayan kullanicilar' banka veya çagri merkezi gibi karsi ödemeli arama yapilamayan numaralara çagri gerçeklestirmek istediklerinde hatlarina önce yükleme yapmak zorunda kalmakta veya arama yapamamaktadirlar. Bu sebeple kullanicilarinin, arama ücretini arayan veya aranan taraf disindaki üçüncü bir sahsa yansitarak yeterli bakiyeye sahip olmadiklari zamanlarda bile arama yapabi | melerine imkân sunan bir sisteme ihtiyaç duyulmaktadir. Teknigin bilinen durumunda yer alan U 56381317B 1 sayili Birlesik Devletler patent dokümaninda, bir telekomünikasyon hizmeti alan kullanicinin arama ücretlerini önceden belirlenen ve onayi alinan bir üçüncü tarafa yönlendirmesini saglayan bir sistem ve yöntem açiklanmaktadir. Söz konusu bulus, bir telekomünikasyon sisteminde arayan tarafindan baslatilan üçüncü taraf faturalandirmasini saglamaya yönelik bir yöntem açiklanmakta olup; ilk olarak, üçüncü sahis faturalama özelligine erismek için abone tarafindan önceden belirlenmis bir numara çevrilmekte, aboneden daha sonra uygun tanimlama girmesi istenmekte ve telekomünikasyon sistemi abone kimligini dogrulamakta; abonenin kimligi dogrulandiktan sonra, sistem abonenin hesap bilgisini almakta, abonenin çagri yapmak istedigi seçilmis telefonun telefon numarasini belirlemekte ve bir faturalama sunucusuna göndermekte; faturalama sunucusu daha sonra abonenin hesap bilgilerini seçilen telefondan sorumlu yerel bir degisim tasiyicisina göndermekte ve seçilen telefondan yapilan aramalar daha sonra abonenin hesabina faturalandirilmaktadir. Bulusun tercih edilen düzenlemesinde veri tabani (4), içerisinde arayan taraf ile aranan taraf arasindaki çagri ücretinin çagridan bagimsiz bir üçüncü sahis tarafindan ödenmesine iliskin olusturulan talebin, talep için belirlenen geçerlilik süresinin ve ücretin üçüncü sahis tarafindan ödenmesi için arayan taraf elektronik cihazina (2) girilmek üzere olusturulan sifrenin kayit altinda tutulmasini saglamak üzere yapilandirilmaktadir. Bulus konusu sistemde (1) yer alan sunucu (5), `herhangi bir uzaktan iletisim protokolünü kullanarak arayan taraf elektronik cihazi (2) ve üçüncü kisi elektronik Cihazi (3) ile iletisim kurmak ve kurulan bu iletisim üzerinden veri alisverisi gerçeklestirmek üzere yapilandirilmaktadir. Sunucu (5), veri tabani (4) içerisine yeni veri kaydi yapilmasi, veri tabani (4) içerisindeki kayitli verilerin silinmesi ya da veri tabani (4) içerisindeki kayitli verilerin degistirilmesi ve veri tabani (4) içerisindeki kayitli verilerin güncellenmesi seklindeki islemlerle veri tabanini (4) yönetmek üzere yapilandirilmaktadir. Söz konusu sunucu (5), üçüncü kisi elektronik Cihazina (3) arayan taraf elektronik cihazi (2) tarafindan gelen çagri ücreti ödeme talebine olumlu yanit verilmesi hal inde arayan taraf elektronik cihazi (2) üzerinden çagri ücreti ödenmesi istenen çagri baslatilmadan önce girilecek çagri ücretinin yansitilmasini saglayacak bir sifrenin üretilmesini saglamak üzere yapilandirilmaktadir. Sunucu (5), arayan taraf elektronik cihazi (2) üzerinden gerçeklestirilecek çagrilarin ödenecegi çagri adeti veya sürenin belirlenmesini ve bu sürenin takip edilmesini saglamak üzere yapilandirilmaktadir. Sunucu (5), arayan taraf elektronik cihazi (2) üzerinden çagri yansitma araci olarak belirlenen sifrenin çagri öncesinde telefona girilmesi ardindan girilen sifrenin, Önceden belirlenerek veri tabanina (4) kaydedilmis sifre ile uyumlulugunu ve belirlenen süre içerisinde kullanilip kullanilmadigini kontrol etmek üzere yapilandirilmaktadir. Sunucu (5), kontrol edilen sifrelerin birbirleri ile uyumlu olmamasi veya kullanim süresinin bitmis olmasi halinde arayan taraf elektronik cihazindan (2) gerçeklestirilen çagrilara ait ücretin üçüncü kisi elektronik cihazina (3) yansitilamayacagina ve sifrenin yanlis olduguna/kullanim süresinin geçtigine iliskin bir bilginin arayan taraf elektronik cihazina (2) iletilmesini saglamak üzere yapilandirilmaktadir. Bulusun Sanayiye Uygulanmasi Bulus konusu sistemde (1), bir çagri gerçeklestirmek için yeterli bakiyesi bulunmayan arayan taraf elektronik cihazi (2) kullanicisi çagri taraflarindan tamamen bagimsiz olan bir üçüncü kisi elektronik cihazina (3) çagri ücretinin yansitilmasi için talepte bulunur. Üçüncü kisi elektronik cihazi (3) tarafindan talebe onay verilmesi halinde üçüncü kisi elektronik cihazi (3) üzerinde sunucu (5) tarafindan çagri ücreti yansitma araci olarak kullanilmak üzere bir sifre olusturulur ve sifre için bir kullanim süresi belirleyerek bu bilgileri kisa mesaj yoluyla arayan taraf elektronik cihazina (2) aramalarinda kullanmasi için iletil ir. Ayrica bu veriler veri tabanina (4) kaydedilir. Arayan taraf elektronik cihazi (2) üzerinden arama öncesinde # tuslanir. Çagri ücretinin yansitilacagi üçüncü kisi elektronik cihaz (3) kullanicisinin GSM numarasi yazilip tekrar # tuslanir. Arayan taraf elektronik cihazi (2) üzerinden girilen sifre ve GSM numarasi sunucu (5) tarafindan veri tabanina (4) kaydedilen veriler arasindan kontrol edilir. Kontrol sonucunda verilerin dogrulugu tespit edilirse arayan taraf elektronik cihazi (2) üzerinden aranan tarafa bir çagri baslatilir. Bu çagri sirasinda aranan taraf arayan taraftan gelen çagrinin üçüncü bir sahis tarafindan ödendigine dair herhangi bir bilgiye sahip degildir. Ayrica arayan taraf ayni aranan taraf gibi konusma ücretinden tamamen muaftir. Sistem (1) sayesinde aranan veya arayan kisiden tamamen bagimsiz olan üçüncü bir kisiye çagri ücreti yansitilabilmektedir. TR TR TR TR TR TR TRSYSTEM FOR CHARGE-BILLING CALL COSTS TO A THIRD PARTY Technical Field This invention relates to a system that allows telecommunications users to charge the cost of calls to a third party other than the calling or called party. Prior Art Today, the cost of calls made by telecommunications users is charged to the caller. If the calling party requests payment of the call cost by the other party, this request is communicated to the called party, and if the called party accepts the request, the call cost can be charged to the called party. Furthermore, it is possible for the person's entire bill to be charged to another user's bill and paid together. However, users who do not have sufficient funds to make a call must first top up their lines when they want to call numbers that do not allow collect calls, such as banks or call centers, or they are unable to make calls. For this reason, there is a need for a system that allows users to make calls even when they do not have sufficient balance by charging the call cost to a third party other than the calling or called party. The state of the art United States patent document numbered U 56381317B 1 discloses a system and method that enables a user receiving a telecommunications service to direct call costs to a predetermined third party whose approval has been obtained. The invention in question discloses a method for providing caller initiated third party billing in a telecommunications system; first, a predetermined number is dialed by the subscriber in order to access the third party billing feature, the subscriber is then asked to enter the appropriate identification and the telecommunications system verifies the subscriber identity; once the subscriber is authenticated, the system receives the subscriber's account information, determines the telephone number of the selected phone that the subscriber wishes to call, and sends it to a billing server; the billing server then sends the subscriber's account information to a local exchange carrier responsible for the selected phone, and calls made from the selected phone are then billed to the subscriber's account. The disclosed invention provides, in one embodiment, a method and apparatus for providing an automated third party billing feature initiated by the subscriber; the subscriber dials a number to reach an automated system and activates the third party billing feature; after successful authentication, the automated system transmits the subscriber account number (the account number to be billed) and the telephone number from which the subscriber wishes to place the calls to a billing server, which forwards the message to the appropriate local exchange carrier; Thus, calls made by the subscriber from the telephone are billed to the third party selected by the subscriber. Brief Description of the Invention The purpose of this invention is to implement a system that allows telecommunications users, upon requesting to charge at least one call to a third party, to receive approval by sending a message to the third party and to charge the call fee to the approving third party by entering a specified password before the voice call. Another purpose of this invention is to enable prepaid GSM line users who do not have sufficient funds to call institutions such as banks and call centers where collect calls cannot be made, without loading any money onto their line. Another purpose of this invention is to implement a system that allows charging the call fee to a third party for a call, completely independent of the person being called or calling. Another purpose of this invention is to realize a system that allows users who do not have a balance to call collect numbers such as call centers and banks by reflecting the call cost to a third party. Detailed Description of the Invention The "System for Reflecting the Call Cost to a Third Party" implemented in order to achieve the purpose of this invention is shown in the attached figure, which is as follows; Figure 1. Server The system which is the subject of the invention which enables telecommunication users to reflect the call cost to a third party other than the calling or called party (1); - at least one electronic device (2) of the calling party that can communicate with remote servers using any remote communication protocol and is used by the person who wants to initiate a call, - at least one electronic device (3) of the third party that can communicate with remote servers using any remote communication protocol and that will pay the call fee related to the call between the calling party and the called party, - at least one database (4) configured to ensure that all data related to the payment of the call fee between the calling party and the called party by a third party are recorded, - communicating with the electronic device (2) using any remote communication protocol and exchanging data with the electronic device (2) through this communication, and that the fee related to a call to be made between the calling party and the called party is paid by a third party independent of the call parties. The system includes at least one server (5) that enables the creation of a request for payment, the determination of a validity period for the created request, the creation of a password to be shared between the third party who will pay the call fees and the calling party in order to reflect the call fees for the determined period, and the reflection of the call fees to the third party who provided the password by the calling party entering this password. The calling party's electronic device (2) in the system (1) of the invention is a portable phone device in the form of a smart phone or a push-button telephone that allows making calls and sending short messages. In the preferred embodiment of the invention, the calling party's electronic device (2) communicates with the third party's electronic device (3) and is configured to perform data exchange. The calling party's electronic device (2) is configured to allow a user who does not have sufficient balance to make a call to a number that cannot be called for collect, such as a call center or bank, to send a request for payment of the call fee via text message to a third party's electronic device (3), independent of the caller. The calling party's electronic device (2) is configured to receive a password that will be sent from the third party's electronic device (3) and used to reflect the fee for the call to be made on the third party's electronic device (3), upon a positive response to the request for payment of the call fee from the third party's electronic device (3). The calling party's electronic device (2) is configured to prompt the called party to enter the number to be charged the call and the password sent from the relevant number before initiating a call, if the call fee is to be charged to a third party. The calling party's electronic device (2) is configured to initiate calls to numbers that cannot be prepaid, by charging the call fee to the third party's electronic device (3). The third party's electronic device (3) in the inventive system (1) is a portable phone, such as a smart phone or a push-button telephone, that allows for calling and text messaging. In the preferred embodiment of the invention, the third party's electronic device (3) communicates with the calling party's electronic device (2) and is configured to exchange data. The third-party electronic device (3) is a device that enables the sending of a request to a third party, independent of the calling and called parties, for payment of the call cost for a call made by the calling party's electronic device (2). The third-party electronic device (3) is configured to respond to the request, whether affirmatively or negatively, when it receives a request from the calling party's electronic device (2) to charge the call cost. The third-party electronic device (3) is configured to send a code generated by the server (5) to the calling party's electronic device (2) via text message if the calling party wishes to accept the charge-for-call request. The third party electronic device (3) is configured to charge the caller the cost of at least one call made from the calling party's electronic device (2) or to charge the caller the cost of all calls made by the calling party's electronic device (2) for a certain period of time. The database (4) in the system (1) of the invention communicates with the server (5) and is configured to be managed by the server (5). In the preferred embodiment of the invention, the database (4) is configured to record the request created between the calling party and the called party for payment of the call fee by a third party independent of the call, the validity period determined for the request, and the password created to be entered into the calling party's electronic device (2) for payment of the fee by the third party. The server (5) in the system (1) of the invention is configured to communicate with the calling party electronic device (2) and the third party electronic device (3) using any remote communication protocol and to perform data exchange through this communication. The server (5) is configured to manage the database (4) by performing operations such as recording new data in the database (4), deleting the data recorded in the database (4), changing the data recorded in the database (4) and updating the data recorded in the database (4). The server (5) in question is configured to generate a password that will reflect the call fee to be entered before the call is initiated on the calling party's electronic device (2) in the event of a positive response to the call fee payment request from the calling party's electronic device (3). The server (5) is configured to determine the number of calls or the duration for which the call fee will be paid for the calls made on the calling party's electronic device (2) and to monitor this duration. The server (5) is configured to ensure that the charges for calls made from the calling party's electronic device (2) are reflected on the third party's electronic device (3) if the checked passwords are compatible with each other and within the expiration date. The server (5) is configured to ensure that if the checked passwords are not compatible with each other or the expiration date has expired, the charges for calls made from the calling party's electronic device (2) cannot be reflected on the third party's electronic device (3) and that the password is incorrect/has expired. Industrial Application of the Invention In the system (1) of the invention, the user of the calling party's electronic device (2), who does not have sufficient balance to make a call, requests that the call fee be charged to a third-party electronic device (3), which is completely independent of the calling parties. If the request is approved by the third-party electronic device (3), a password is created by the server (5) on the third-party electronic device (3) to be used as a call fee charge tool. A validity period is set for the password and this information is sent via text message to the calling party's electronic device (2) for use in calls. Furthermore, this data is recorded in the database (4). The calling party dials # on the electronic device (2) before making the call. The user of the third-party electronic device (3) to whom the call fee will be charged is then typed in the GSM number and then dial # again. Following the confirmation given by the third party via SMS from their electronic device (3) that they will make the payment, the password sent to the calling party's electronic device (2) is entered and finally # is pressed again. The password and GSM number entered on the calling party's electronic device (2) are checked by the server (5) against the data recorded in the database (4). If the check confirms that the data is correct, a call is initiated to the called party via the calling party's electronic device (2). During this call, the called party has no information that the call from the calling party is being paid by a third party. Furthermore, the calling party, just like the called party, is completely exempt from call charges. Thanks to the system (1), the call charge can be charged to a third party that is completely independent of the called or the caller. Thus, users who cannot make collect calls to numbers such as call centers or banks, or who do not have a balance, can use the system without any loading. It is made possible for the caller to call by reflecting the call fee to a third party.
