Abstract

These materials include: a carrier; and an emulsion applied to this carrier, which includes: (1) 2% to 60% continuous hardened external lipid phase containing a waxy lipid material having a melting point of 30 C or more; (2) 39% to 97% of an internal polar phase (eg water) in the external lipid phase; (3) an effective amount of non-silicone containing emulsifier capable of emulsifying when the external lipid phase is liquid; wherein the viscosity of the emulsifier at 55 C is greater than 500 centipoise; and (4) optionally, a second emulsifier preferably having a viscosity at 55 C lower than 400 centipoise.
