The complex of formulation (I) is prepared by reacting a solution of the alkali metal salt of 5-chloro-7-iodo-8-hydroxyquinoline with an excess amount of an inorganic or organic solution of zinc salts or a zinc complex with a lower stability constant than that of the complex of formulation (I), and the precipitate is separated.
