The resulting toner possesses beneficial properties for skin whitening, anti-aging, wrinkle reduction, and acne prevention. A cosmetic formulation in the form of a toner containing Terminalia chebula extract, which includes the active ingredient from Terminalia chebula extract in a quantity of 0.01-1.0% by weight, a surfactant in a quantity of 0.5-10.0% by weight, a pH adjuster in an amount that maintains a pH value in the range of 4-7, and a pharmaceutically acceptable solvent to achieve a volume of 100% by weight. 2. A cosmetic formulation in the form of a toner containing Terminalia chebula extract as per Claims 1, where the active ingredient from Terminalia chebula extract can be selected from: Terminalia chebula extract, salts of Terminalia chebula extract, compounds isolated from Terminalia chebula extract, salts of compounds isolated from Terminalia chebula extract, nanoparticles encapsulating Terminalia chebula extract, nanoparticles encapsulating salts of Terminalia chebula extract, nanoparticles encapsulating... 1. Encapsulation of isolated substances from Terminalia chebula extract, nanoparticles encapsulating salts of isolated substances from Terminalia chebula extract, or a mixture of such substances. 2. Cosmetic formulations in the form of toner containing Terminalia chebula extract as per claim 1, where the surfactant may be selected from polyoxyethylene sorbitan monolaurate, polyoxyethylene sorbitan monopalmitate, polyoxyethylene sorbitan monostearate, polyoxyethylene sorbitan monooleate, polyethylene glycol-40 hydrogenated castor oil, or a mixture of such substances. 3. Cosmetic formulations in the form of toner containing Terminalia chebula extract as per claim 1, where the pH adjuster may be selected from lactic acid, sodium lactate, citric acid, sodium citrate, triethanolamine, sodium hydroxide, or a mixture of such substances. 4. A cosmetic formulation in the form of a toner containing Terminalia chebula extract, as per Patent 1, where the pharmaceutically acceptable solvent is selectable from water, alcohol, or a mixture of such substances. 6. A cosmetic formulation in the form of a toner containing Terminalia chebula extract, as per any one of Patents 1-5, where additional additives are selectable from active synergistic agents, humectants, cations, preservatives, fragrances, colorants, thickeners, or a mixture of such substances. 7. A cosmetic formulation in the form of a toner containing Terminalia chebula extract. According to claim 6, which includes: - Excipient active ingredients, 0.1-8.0% by weight - Moisturizing agents, 0.1-10.0% by weight - Ionizing agents, 0.01-0.2% by weight - Preservatives, 0.5-1.0% by weight - Fragrances, 0.01-0.5% by weight (Page 2 of 2 pages) - Coloring agents, 0.0001-0.002% by weight - Viscosity modifiers, 0.01-0.5% by weight. 8. Cosmetic formulation in the form of a toner containing Terminalia chebula extract, according to claim 7, which includes: - Excipient active ingredients, selectable from Centella asiatica extract, witch hazel extract, aloe vera extract, licorice root extract, vitamin C, provitamin B5, or a mixture of the above, which can be used in the form of extracts, substances isolated from extracts, nanoparticles encapsulating extracts, or nanoparticles encapsulating substances isolated from extracts. Or a mixture of the above substances - Moisturizing agents: Choose from glycerin, propylene glycol, isoprene glycol, butylene glycol, or a mixture of the above substances - Chewing agents: Choose from ethylenediaminetetraacetic acid, disodium ethylenediaminetetraacetic acid, tetrasodium ethylenediaminetetraacetic acid, or a mixture of the above substances - Preservatives: Choose from phenoxyethanol, chlorphenisine, sodium benzoate, methyl paraben, ethyl paraben, methyl isothiazolinone, or a mixture of the above substances - Fragrances: Choose from perfume, essential oils, or a mixture of the above substances - Coloring agents: Choose from water-soluble synthetic dyes, water-soluble natural dyes, or a mixture of the above substances - Thickening agents: Choose from xanthan rubber, carbomer, cellulose compounds, or a mixture of the above substances. A cosmetic formulation in the form of a toner containing Terminalia chebula extract, which includes at least one active ingredient, at least one surfactant, at least one pH adjuster, and at least one pharmaceutically acceptable solvent. 2. The cosmetic formulation in the form of a toner containing Terminalia chebula extract, as per claim 1, shall contain: the main active ingredient from Terminalia chebula extract in the amount of 0.01-1.0 percent by weight; a surfactant in the amount of 0.5-10.0 percent by weight; a pH adjuster in an amount that maintains the pH in the weakly acidic range; and a pharmaceutically acceptable solvent used to achieve 100 percent by weight of the volume. 3. A cosmetic formulation in the form of a toner containing Terminalia chebula extract as per claim 1 or 2, where the active ingredient from the said Terminalia chebula extract may be selected from: Terminalia chebula extract, salts of Terminalia chebula extract, compounds isolated from Terminalia chebula extract, salts of compounds isolated from Terminalia chebula extract, nanoparticles encapsulating Terminalia chebula extract salts, nanoparticles encapsulating compounds isolated from Terminalia chebula extract, nanoparticles encapsulating salts of compounds isolated from Terminalia chebula extract, or a mixture of such compounds. 4. A cosmetic formulation in the form of a toner containing Terminalia chebula extract as per claim 1 or 2, where the surfactant may be selected from polyoxyethylene sorbitan monolaurate, polyoxyethylene sorbitan monopalmitate, polyoxyethylene sorbitan monostearate, polyoxyethylene sorbitan monooleate, polyethylene glycol-40 hydrogenated castor oil, or a mixture of the above. 5. Cosmetic formulations in the form of toners containing Terminalia chebula extract, as per any one of claims 1-6, may also include additives of a choice from active ingredient enhancers, humectants, cationizers, preservatives, fragrances, colorants, thickeners, or a combination of the above. Cosmetic formulations in the form of toner tablets containing Terminalia chebula extract, as per claim 7, which include: - the aforementioned active ingredient in the amount of 0.1-8.0% by weight; - the aforementioned moisturizing agent in the amount of 0.1-10.0% by weight; - the aforementioned cationic agent in the amount of 0.01-0.2% by weight; - the aforementioned preservative in the amount of 0.5-1.0% by weight; - the aforementioned fragrance in the amount of 0.01-0.5% by weight; - the aforementioned coloring agent in the amount of 0.0001-0.002% by weight; - the aforementioned viscosity modifier in the amount of 0.01-0.5% by weight. 9. Cosmetic formulations in the form of a toner containing Terminalia chebula extract, as per patent claims 7 or 8, where - the additional active ingredient may be selected from Centella asiatica extract, witch hazel extract, aloe vera extract, licorice root extract, vitamin C, provitamin B5, or a mixture of these substances, and may be used in the form of extracts, isolated substances from extracts, nanoparticles encapsulating the extracts, or nanoparticles encapsulating the isolated substances from the extracts.
