Such receiving/distributing layer is made of a membrane of chemically rigid hydrophilic cellulose fibers of approximately 50% to 90% dry base weight and a thermoplastic binder formed at the intersections of the hydrophilic rigid fibers of approximately 10% to approximately 50% dry base weight. Such receiving/distributing layer is made by preparing a membrane of a mixture of the hydrophilic rigid fibers and thermoplastic fibers of approximately 10% to approximately 50% dry base weight, heating the membrane to melt the thermoplastic fibers to obtain the thermoplastic binder, and then cooling the membrane.
