In order to increase sorption indicators, the surface of fibrous activated carbon material (VAUM), obtained from carbonized polymer fibers (CV), along with acid contains the main functional groups (FG), that is, the material (M) is polyampholytic. In this case, the amount of acidic FG characterized by a value of static exchange capacity (SOE) of at least 0.40 Meq / g, and the number of basic FG is characterized by a value of SOE of at least 0.25 Meq / g, and the sorption activity of the material is characterized by a methylene blue absorption value of not less than 350 mg / g. According to the method for producing VACM, which involves activation of HF, before activating HF, the HF is treated with an additive, which is used as compounds that decompose at an activation temperature to form gaseous ammonia and other gaseous products, and the M treatment with the additive is carried out by impregnating M with an aqueous solution of the additive. In a device for continuously activating carbon fiber M containing an activation chamber, means for supplying carbon M to the activation chamber and means for removing activated M from it, further comprises means for impregnating the fibrous M with an additive solution, made, for example, in the form of a container for an impregnating composition located on the supply side M to the activation chamber and in communication with the activation chamber.
