Цель изобретения достигается тем, что пластина корпуса с равномерно размещенными на ней ячейками для съемных воздействующих элементов снабжена соприкасающимся с ней возбудителем статического элекричества в виде пластины из, например, войлока, вращающемся на вале электромотора. Пластина с размещенными на ней воздействующими элементами выполнена из диэлектрика, например эбонита.
