Description

The invention relates to computing, in particular, to an automated payment system for housing and communal services by privileged categories of citizens using smart cards.

Helping socially vulnerable groups is an important regional task, the solution of which is associated with significant difficulties. This is due to several reasons, among which are:

- lack of budget funds;

- the desire of a significant part of the population to receive undeserved help;

- possible violations in the distribution of funds, i.e. the problem of control over social security agencies;

- difficulties in determining the exact amount that needs to be compensated from the budget for enterprises selling goods and providing services to socially disadvantaged groups of the population;

- significant costs for the implementation of assistance and report on it, i.e. organization of aid distribution points and control over its correct conduct.

In this regard, the social protection authorities carry out a number of activities: streamlining the provision of benefits and subsidies to citizens, preventing all kinds of violations, monitoring the funds allocated for social support of vulnerable groups, etc.

A special place is occupied by the problem of real accounting for subsidies allocated by social security bodies for payment of housing and communal services to privileged categories of citizens, the solution of which should be implemented when making payments for housing and communal services in real time.

Indeed, on the one hand, at the time of payment, the client-beneficiary must have access to up-to-date information about the state of his personal account, charges for housing services, payments made. On the other hand, information about a new payment should immediately go to the processing center for operational processing and settlements with service providers.

In this case, the solution of the problem is achieved by using smart cards, which organize the storage of identification information about the payer - beneficiary, electronic payment registry, debt information for possible use in the structure of housing and communal services, as well as placing on the card applications that allow you to take readings from individual ZhKU consumption metering devices (water and gas meters).

The technical basis of the used social card is a contactless smart card with a magnetic strip for integration with the VISA bank payment system and a barcode that stores a social number for identification in the system.

The map contains the following data:

- user signature;
