Запорно-регулирующее устройство, в корпусе которого с входным и выходным каналами и проходным отверстием в седле установлены плоский шибер с уплотнительными поверхностями и отверстием, соединенный со штоком привода, вкладыш и поворотный запорный элемент, фиксируемый в открытом положении, и установленный вне зоны проходного отверстия, при этом уплотнительные поверхности шибера и седла герметизированы на всем диапазоне регулирования, отличающееся тем, что в шибере навстречу штоку выполнен канал, соединяющий входной канал с отверстием в шибере, а на торце штока со стороны шибера установлен уплотнительный элемент с возможностью перекрытия канала в шибере при закрытии устройства, при этом поворотный запорный элемент выполнен с упором, а на противоположном от штока торце шибера выполнен уступ с возможностью взаимодействия с упором поворотного запорного элемента при закрытии устройства.A locking and regulating device, in the case of which with an inlet and outlet channels and a through hole in the saddle there is a flat gate with sealing surfaces and an opening connected to the actuator stem, an insert and a rotary locking element, fixed in the open position, and installed outside the zone of the through hole, wherein the sealing surfaces of the gate and seat are sealed over the entire control range, characterized in that in the gate towards the rod a channel is made connecting the input channel with the hole in the gate, and on the end of the rod from the side of the gate there is a sealing element with the possibility of blocking the channel in the gate when the device is closed, while the rotary locking element is made with a stop, and a ledge is made on the opposite end of the gate from the rod with the possibility of interaction with the stop of the rotary locking element when closing devices.
