A motor control apparatus includes: an adder that outputs a torque command based first speed command; a speed limiting unit that imposes a speed limit on the first speed command and obtains a limited second speed command; and a control mode switching unit that outputs a third speed command or the second speed command as a motor speed command on the basis of a control mode command.
