TRAFFIC DATA IS COLLECTED DURING A SELECTED TWO-CHORAL PERIOD (V.GR., 30 DAYS), WHICH [BITACORA] IS PERIODICALLY UPDATED WITH NEW TRAFFIC DATA TO BRING A RECORD OF THE MOST RECENT 30 DAYS IN WHICH I COLLECT TRAFFIC . AN AVERAGE [MAXIMUM] PEAK USE SEGMENT FOR ALL SEGMENTS OF THE PERIOD COVERED BY THE BITACORA IS SELECTED FROM THE REMAINING AND FILTERED TRAFFIC DATA. BY REGULARLY ADDING NEW DATA AND REMOVING OLD DATA FROM THE BITACORA, THE RESULTING FLUCTUATING WINDOW WILL REFLECT RECENT CHANGES IN PEAK USE [MAXIMUM]. REGULARLY (V.GR., EVERYDAY) SELECTING THE AVERAGE PEAK USE SEGMENT [MAXIMUM] DETECTS SUCH CHANGES QUICKLY, WITH THE RESULT THAT THE PROCESS OF THE PRESENT INVENTION DYNAMICALLY REACTS AGAINST AND DETERMINES THE CHANGES IN THE SEGMENT PEAK [MAXIMUM] OF THE COMPONENTS OF A PARTICULAR SWITCH. THE PICO [MAXIMUM] USE SEGMENTS AND ASSOCIATED TRAFFIC DATA THAT HAVE BEEN DETERMINED AND COLLECTED BY THIS INVENTION RESULT IN IMPROVED DESIGN OF NETWORK TRAFFIC. A SYSTEM TO COLLECT, PROCESS AND EVALUATE TRAFFIC DATA IS REVEALED IN ORDER TO DESIGN THE ELEMENTS OF THE NETWORK TO ACHIEVE AN OPTIMAL FLOW OF TRAFFIC. ADDITIONAL METHODS FOR USE BY THE SYSTEM ARE DISCLOSED FOR DYNAMICALLY FILTERING OPENING DATA WITH HIGHER ACCURACY AND TO DETERMINE THE LIMITS OF USE OF THE AVERAGE TRAFFIC OF THE COMPONENTS OF A PARTICULAR SWITCH. THE METHODS OF THE PRESENT INVENTION ALLOW THE MOST EFFECTIVE USE OF THE EXPENSIVE NETWORK SWITCHING RESOURCES BY PROVIDING A MORE ACCURATE DETERMINATION AND A MORE DYNAMIC TRACKING OF THE USE OF THE SWITCH AT THE COMPONENT LEVEL.
