R.f. enheten overvåker automatisk og kontinuerlig hvilken basestasjon eller hvilke basestasjoner i nevnte nettverk som til enhver tid er tilgjengelige for kommunikasjon, og ved tidspunktet for aktuelt kommunikasjonsbehov med en basestasjon automatisk selv velger den eller de av de tilgjengelige basestasjoner som er best egnet for den type eller de typer av kommunikasjonsmelding som skal overføres, eller utsetter overføringen.
