Abstract

The present invention is provided with a entry permit (VEP) system used by appropriate enforcement or transport authorities for cross-border monitoring or vehicle identification surveillance and enforcement. Accordingly, the system (100) includes: (i) at least one web portal (460) to allow vehicle owners or their representatives to register their vehicles (700); (ii) at least one lane controller system (LCS) (200) for vehicle identification and access permission; (iii) at least one Checkpoint Management System (CPMS) (300) in communication with at least one database cluster (320); (iv) at least one Vehicle Entry Permit (VEP) backend (400) for recording all images and transaction data; (v) at least one Front-End Module (360) to allow the officer to manually open the boom gate when the lane controller system (LCS) (200) is unable to identify the vehicle (due to non-uniform plate number) and to view traffic transaction in real time; wherein the least one lane controller system (200) is in communication with the Checkpoint Management System (CPMS) (300) to identify any pertinent information and data of a vehicle (700) such that to allow the system (100) to immediately notify the enforcement officer by alert should there be any cases of violation; wherein the least one Front-End Module (360), when used at designated vehicle tag collection center, is in communication with the VEP backend (400) to allow officer (a) to encrypt and encode specific data such as, but no limitation, vehicle origin, vehicle class, vehicle plate number, tag issuance date, vehicle model, vehicle make and road tax, into the RFID tag (600) before handing over the RFID tag to the vehicle owner or representative; (b) to collect administration fee from the vehicle owner or representative; wherein Vehicle Entry Permit (VEP) backend (400) is adapted to communicate via web service with third party or subsystems belong to enforcement agencies, enforcement or transport authorities, and payment service providers; wherein the system (100) allows officer to activate the RFID tag (600) using a specialised handheld device either before or after the vehicle owner or representative attaches the RFID tag (600) onto the vehicle windscreen or head lamp so as to ensure that a duly working RFID tag (600) is issued to the vehicle owner or representative; and wherein the system is adapted for monitoring compliance with traffic laws, insurance requirements or motor vehicle registration laws which enables the public, vehicle owner or their representative to immediately and conveniently respond to a violation in an appropriate manner, such as by a web portal, kiosk or mobile app, before leaving or entering to the country.
