AN OBJECT IS TO APPROPRIATELY DISTRIBUTE POWER FROM A COMMERCIAL POWER SUPPLY (51) AND A POWER SUPPLY TO A PLURALITY OF LOADS INSIDE A BUILDING (B) IN ACCORDANCE WITH STATES OF A FIRE, THE COMMERCIAL POWER SUPPLY (51), AND THE POWER SUPPLY. A CONTROL APPARATUS RECEIVES FIRE OCCURRENCE INFORMATION INDICATING WHETHER OR NOT A FIRE OCCURS, POWER FAILURE OCCURRENCE INFORMATION INDICATING WHETHER OR NOT A POWER FAILURE OF THE COMMERCIAL POWER SUPPLY (51) OCCURS, AND POWER SUPPLY INFORMATION INDICATING A REMAINING ENERGY AMOUNT OF THE POWER SUPPLY, DETERMINES AN OPERATION OF A PLURALITY OF PANEL BOARDS (PB) BASED ON STATE INFORMATION INCLUDING THE FIRE OCCURRENCE INFORMATION, THE POWER FAILURE OCCURRENCE INFORMATION, AND THE POWER SUPPLY INFORMATION, AND TRANSMITS AN OPERATION INSTRUCTION INDICATING THE DETERMINED OPERATION TO THE PLURALITY OF PANEL BOARDS (PB). A CONTROL UNIT (CU) IN A SPECIFIC PANEL BOARD (PB) AMONG THE PLURALITY OF PANEL BOARDS (PB) DETERMINES A THRESHOLD FOR A MEASURED VALUE BASED ON THE OPERATION INSTRUCTION AND CONTROLS THE SPECIFIC REMOTE-CONTROLLED CIRCUIT BREAKER (RB) TO A CONNECTED STATE OR INTERRUPTED STATE BASED ON THE OPERATION INSTRUCTION. THE CONTROL UNIT (CU) IN THE SPECIFIC PANEL BOARD (PB) DETERMINES WHETHER OR NOT THE MEASURED VALUE EXCEEDS THE THRESHOLD AND CONTROLS, WHEN IT IS DETERMINED THAT THE MEASURED VALUE EXCEEDS THE THRESHOLD, THE SPECIFIC REMOTE-CONTROLLED CIRCUIT BREAKER (RB) TO THE INTERRUPTED STATE.
