The present invention provides an omnidirectional loading and unloading system which can reliably remove bulk cargo (A) from a bulk freighter (2) regardless of the depth of a hold (2a) of a bulk freighter (2) or the amount of bulk cargo (A) loaded in the hold (2a) and can efficiently transfer the bulk cargo (A) to a desired position. A working ship (1) which is an omnidirectional loading and unloading system according to the present invention includes a platform (6) which is disposed adjacent to the bulk freighter (2), a backhoe (8) which removes the bulk cargo (A) from the bulk freighter towards or onto the platform, (6), a support unit (10) which supports the backhoe (8) such that the backhoe (8) can move upwards or downwards in response to a depth of a hold (2a) of the bulk freighter (2) and the amount of bulk cargo (A) loaded in the hold (2a), and a conveyor device (12) which is movably installed on the platform (6) to be parallel to the backhoe (8). The conveyor device (12) includes a bucket (12e) which receives bulk cargo (A) that has been removed from the hold (2a) by the backhoe (8). Furthermore, the conveyor device (12) is configured such that the bucket can move to a position adjacent to the backhoe (8) in response to the vertical position of the backhoe (8).
