THE WORKING PORTION (210) HAS AT LEAST ONE CUTTING ELEMENT AND AT LEAST A PORTION OF A SHAFT (202) IS DISPOSED WITHIN THE BODY PORTION (209) AND PROTRUDES FROM THE WORKING PORTION (210). THE SHAFT (202) HAS A DISTAL END (211) ROTATIONALLY ISOLATED FROM THE BODY PORTION (209) AND IS IN COMMUNICATION WITH A SUBTERRANEAN FORMATION (105). A MOTOR (205) IS ADAPTED TO ROTATIONALLY CONTROL THE DISTAL END (211).
