The lower part 2b of the collar 2 is formed of an outer skirt 22 provided with retaining means, on the central sleeve 12. These means comprise locking members 22a made on the inner face of the skirt 22 and intended to cooperate with complementary organs 12a contained on the external face of the sleeve 12. Preferably, the lower part 2b contains an inverted annular throat 20 delimited between the inner face of the skirt 22 and an internal cylindrical flank 23 contained in the seat or support 2c. The throat 20 receives the upper edge of the sleeve 12 when the locking members 22a of the skirt 22 are locked on the members 12a in order to ensure the adjustment of the upper element 2 on the lower element 1.
