Abstract

There is disclosed a prepaid system (10) and method for permitting a prepaid subscriber of the cellular wireless telecommunication system to revise call features during a call within the operators node and from roaming locations to debit the subscribers prepaid account on a real-time basis. The system includes a switching node (14) permitting (50) a call to be set up with the prepaid subscriber (16) when a prepaid service credit balance exists and terminating the call when the prepaid service credit balance is nil. The switching node continually generates (52, 54) real-time call event Data Message Handier (DMH) formatted messages related to the call made by the prepaid subscriber and forwards these call event messages to a prepaid administrative network (38). The prepaid administrative network stores (56) the prepaid service credit balance of the prepaid subscriber and generates at call set up an initial charge debiting rate (60) used during the call to reduce the prepaid service credit balance. The prepaid administrative network, in response to the real-time call event messages received from the detailed call event generation means, revises the initial charge debiting rate to generate a real-time debiting rate used during the call to reduce the prepaid service credit balance.

Description

WIRELESS TELECOMMUNICATION SYSTEM WITH PREVIOUSLY PAID ARCHITECTURE Field of the Invention The present invention relates to a billing architecture previously paid for a wireless telecommunication system that allows a user to have access to all previously paid services available during a call in progress.
BACKGROUND OF THE INVENTION Cellular or wireless telecommunication systems have introduced a pre-payment architecture that allows a subscriber to pay for services in advance. The advantage with the services previously paid for the operator is that the operator obtains payment in advance by saving costly collection services or having to obtain security such as credit card information from a subscriber. For the subscriber, the advantage is that the subscriber pays as he uses the system avoiding basic monthly service charges when the use is the law. The previously paid architecture currently in use and contemplated for cellular wireless telecommunication system stores the previous payment made by a subscriber in a pre-paid application server as a value of time duration. When a previously paid subscriber initiates a call, the switching node of the wireless telecommunication system obtains the credit balance of the suscpptor from the stored credit balance as a time interval value. The switching node determines the service charge rate for the call depending on the service that the subscriber is requesting and applies this charge rate as a stopwatch decrease. That is, the chronometer adjusted in the credit balance is decreased at a rate corresponding to the requested service. When the timer reaches time zero, which represents a zero credit balance, then the call is cleared or terminated by the switching node. While the use of previously paid service is gaining popularity among subscribers and operators, there are two distinct problems and separated by subscribers and operators of the previously paid system. The first problem experienced by the subscriber is that no provision is made for the telecommunication system that allows the subscriber to change or add new features during the call. For example, in case a subscriber 1) wishes to make a conference call, 2) change locations of cell moving towards a long distance cell and / or 3) sending a data, fax or short service message, the operator is not able to accommodate this change in service during a call because the operator has no mechanism in the architecture previously paid to review the charge gauze for the change in call services on a real-time basis. Consequently, the operator refuses to allow the subscriber to have access to services that can not be billed during the call. The second problem with previously paid billing systems is that there is no mechanism that allows the previously paid subscriber to search between operators who have search agreements or between operators who have telecommunications equipment provided by different equipment suppliers that use different billing protocols. owners Cellular wireless telecommunication networks now employ multiple multi-system mobile switching nodes center (MSC) networks operating with different proprietary billing protocols. Consequently, it is difficult for operators to correlate billing information between these MSC networks. It is not possible at this time to correlate this information on a real time basis. Due to differences in proprietary billing protocols between MSG networks, calls that are established through various MSCs of multiple systems are priced according to the information stored in any gateway MSC through which the call is established to the public switched telephone network (PSTN) or the anchor MSC through which the call is delivered to the previously paid mobile or subscriber station. Consequently, there is a need for a previously paid service architecture that allows a previously paid subscriber to add or change service features during a call and allow the operator to charge for these revised service features. There is also a need to provide a standard or common billing protocol between different operators and different service providers that allows previously paid subscribers to have access to previously paid services while the search is being made.
SUMMARY OF THE INVENTION The present invention overcomes the incapacity of current telecommunication systems previously paid to allow a subscriber to add or change particularities during a call by continuously updating or reviewing the charge rate associated with the call on a real-time basis as the call events in the call change. In accordance with this aspect of the present invention, a wireless telecommunication system having a service architecture previously paid to service a previously paid subscriber having a previously paid service credit balance is provided. The system includes a switching node connected to a plurality of base stations in radio frequency communication with the previously paid subscriber. The switching node includes call control means for allowing a call to be established with the previously paid subscriber when the previously paid service credit balance exists and the call terminates when the previously paid service credit balance is null. The switching node further includes means for generating detailed call event to continuously generate real-time call event messages related to the call made by the previously paid subscriber and send the real-time call event messages to an administrative network previously paid. The previously paid administrative network includes a means of storing information previously paid to store the previously paid subscriber service credit balance previously paid. The previously paid administrative network also includes a means of determining the rate to generate in the establishment an initial debit charge rate used during the call to reduce the previously paid service credit balance. The rate determination means, in response to the real-time call event messages received from the detailed call event generation means, reviews the initial charge debit rate to generate a real-time debit rate used during the call. call to reduce the previously paid service credit balance. The wireless telecommunication system may further include a home location register connected to the switching node to identify the previously paid subscriber to the switching node and connected to the previously paid administrative network to instruct the previously paid administrative network to communicate the information related to the credit balance to the switching node. This related information can be relate to the call set-up time credit balance information for the previously paid subscriber. The previously paid service credit balance is preferably represented by a time interval, and the initial debit and real-time preference rates are represented by time decreases. The rate can be changed by frequency, amount, or both. The pre-paid preference administrative network includes a means of timing that communicates with the previously paid information storage medium and the means of determining the base to decrease the service credit balance previously paid for an appropriate debit rate provided by means of rate determination. The timing means sends a control message to the call control means when the previously paid service credit balance becomes null. Alternatively, the timing means may be placed in the switching node. The preference rate determining means stores a plurality of previously defined debit rates associated with real-time call event particulars provided by the data node. - "----- - > - •• --'-- - - - '" -' irruí lll go i lliÍi? i? ii '"He >? n' -áil-il¡ ?? ? llillllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllllll switching to the subscriber previously paid. The rate determining means selects a predetermined debit rate associated with the particularity of real-time call event used by the previously paid subscriber and communicated with the rate determining means in the real-time call event message to generate the real time debit rate. The pre-paid preference administrative network includes an interactive voice response system that communicates with the switching node and the previously paid information storage medium to add credit to the previously paid service credit balance. The present invention makes additional provisions to allow a subscriber to search among operators to make calls in telecommunication systems operating under different proprietary protocols. This is achieved by having each of the telecommunication systems generate real-time call event messages using formatted Message Message Handler (DMH) messages. Currently, the Telecommunications Industry Association (TIA) standard known as IS-41, incorporated herein by reference, makes provisions for * ..., .. " 'yes? ¡-'SL¡az. «- * -.... azz ~ ¿z. R. . ^ _ _ ^, ^ *. z ^ z billing information is sent to the forwarding address of a service or composite MSC (G-MSC) serving a call request to a destination or visit MSC (V-MSC) that delivers the call to the mobile subscriber. The Association of the Telecommunications Industry (TIA) is currently developing the IS-124 standard known as the DMH standard. Using the DMH IS-124 communication protocol it should be possible to share call event information between MSC networks of multiple systems and perform previously paid accounting operations. Therefore, the DMH standard accommodates different types of currently existing call events and will be modified to consider future types of call events not yet conceived. Accordingly, the use of the DMH standard formatted message in one aspect of the present invention eliminates the need for previously paid architectures to modify proprietary protocol accounting messages currently used in previously paid systems. In accordance with another aspect of the present invention, there is provided a method of servicing a previously paid subscriber having a previously paid service credit balance in a wireless telecommunication system having a node of switching connected to a plurality of base stations in radio frequency communication with the previously paid subscriber and a previously paid administrative network connected to the switching node. The method includes the steps of: the switching node that allows a call to be established with the previously paid subscriber when the previously paid service credit balance exists and the call terminates when the previously paid service credit balance is null, the switching node that generates real-time event messages related to the call made by the previously paid subscriber and sends the real-time call event messages to the previously paid administrative network; and, the previously paid administrative network storing the previously paid subscriber service credit balance previously paid; and the previously paid administrative network generating in the establishment an initial charge debit rate used during the call to reduce the previously paid service credit balance, and in response to real-time call event messages received from the event generation detailed call by reviewing the initial charge debit rate to generate a real-time debit rate used during the call to reduce the previously paid service credit balance. In accordance with still another aspect of the present invention, the present invention introduces a new signaling message of the payment administrative network prior to the switching node. This message is a stopwatch management order message that includes revised stopwatch parameter information to reset the stopwatch in the switching node. This reset may be to add credit balances or change the stopwatch decrease rate.
BRIEF DESCRIPTION OF THE DRAWINGS For a better understanding of the nature and objects of the present invention, reference may be made to the accompanying diagrammatic drawings, in which: Figure 1 is a schematic diagram of a wireless communications system that includes an administrative network of previously paid in a cell phone system; Figure 2 illustrates an additional schematic drawing showing a preferred embodiment for the network administrative payment in more detail; Figure 3 illustrates an additional schematic drawing similar to Figure 2 showing an alternative embodiment; and, Figure 4 is signal flow and node operation diagrams illustrating the real-time DMH formatted message flowing between the service mobile switching center and the pre-paid administrative network.
Detailed Description of the Drawings Reference is now made to Figure 1 wherein a schematic diagram of a wireless communication system 10 including a public access cellular telephone system 12 is shown. The public access cellular telephone system 12 includes a plurality of interconnected switching nodes 14 commonly referred to as mobile switching centers (MSCs). even though only two mobile switching centers 14 are shown, it will be understood that the system 12 also includes many more interconnected nodes. The first and second mobile switching centers 14 (1) and 14 (2) may comprise any of a number of known telecommunications switching devices, including those commonly used and known in the art to provide cellular telephone service either digitally or analogously to a plurality of mobile stations (MS). The mobile switching centers 14 are interconnected to each other for communication through voice trunks 18 (illustrated with broken lines) and signaling links 20 (illustrated with solid lines) together providing a known ISUP (or Rl or R2) type connection. . The voice trunks 18 provide voice and data communications paths used to carry subscriber communications between the mobile switching centers 14. The signaling links 20 carry control signals (such as IS-4 or other signaling system messages No. 7 SS7) between the mobile switching centers 14. These signals can be used, for example, in establishing and tearing voice and data communication links through the voice trunks 18 and controlling the provision of call services to the mobile stations 16. The mobile switching centers 14 are also connected to a data base 22 comprising a home location register (HLR) by means of signaling links 24 that provide a known IS-41 (or other SS7) type connection. The data base 22 stores information related to the mobile stations 16 comprising information of location and service information In a cellular system implementation, generally illustrated at 26, the mobile switching center 14 is further connected to at least one associated base station controller (BSC) through both a signaling link 30 and a voice trunk 32. Only one base station controller 28 is shown connected to the mobile switching center 14 (2) in order to simplify the illustration. The voice trunk 32 provides a voice and data communications path used to carry subscriber communications between the second mobile switching center 14 (2) and its base station controller 28 The signaling link 30 carries command signals (such as as SS7 messages) between the node 14 and its associated base station controller 28. Signaling link 30 and trunk 32 are commonly collectively referred to in the art as "interface A". The base station controller 28 is then connected to a plurality of base stations 34 (BS) operating to effect radio frequency communications with mobile stations 16 located closely across an air interface 36. The base station controller 28 works in a well-known way to control this radio frequency communications operation In another implementation of the cellular system, illustrated generally at 38, the mobile switching center 14 (1) is additionally connected to a plurality of base stations 34 (BS) operating to perform radio frequency communications with mobile stations 16 located in a manner near through the air interface 36. In this implementation, the functionality provided by the base station controller 28 (see, generally at 26) is instead provided by the mobile switching center 14. Although direct communication links (signaling and / or trunk) are illustrated for the system 12 of Figure 1, it is understood by those skilled in the art that the links are not necessarily direct between the illustrated nodes, and instead can pass through many other communication nodes (not shown) of the mobile network, and probably still use other communication networks (such as the public switched telephone network-PSTN). The illustration of the links in the form shown in Figure 1, therefore, is by way of simplification of the drawing. The wireless communication system 10 further includes pre-paid administrative (PPAN) 38 (1) and 38 (2) networks that provide administration of a Subscriber previously paid for mobile station 16, The administrative network 38 for prior payment stores a list of previously paid subscribers and the previously paid paid service credit balance for each subscriber 16 previously paid. The prepayment administrative network 38 communicates this credit balance information via signaling links 41 to the MSC 14 in response to receipt of a message from a register 22 located at home via link 40. The request for balance information of credit comes from HLR 22 in response to MSC 14 by notifying HLR 22 through subscriber communication link 24 previously paid. The HLR 22 verifies the subscriber previously paid in the telecommunications system. The communication signaling links 40 and 41 carry control signals (such as IS-41 or other signaling system messages No. 7 SS7) between the mobile switching centers 14, the prepayment administrative network 38 includes a communication of Internet Protocol (IP) or signaling link 42 connected to the mobile switching center 14. The signaling links 42 carry real-time call event messages through the IP links using the Transmission Control Protocol (TCP). In the present invention, these real-time call event messages are formatted in accordance with the formatted Message Message Handling (DMH) protocol messages of the IS-123 standard. This call event messaging is used by the pre-paid administrative network to review the charge for the credit rate on a call made by the previously paid subscriber. The wireless telecommunication system further includes an interactive voice response unit (IVR) 44 connected through the communication links 46 to the prepaid administrative network 38. The communication links 46 carry updating credit information to the administrative network 38 for prior payment. The unit 44 responsive to the voice is also connected to the mobile switching center 14 via voice trunks 48. In operation, the voice responding unit 44 allows a pre-paid subscriber to place a call in the mobile switching center 14 and add credit to the previously paid account of the subscriber via the communication link 46. For a better understanding of the operation of the pre-payment administrative network 38 within the wireless communication system 10, reference is now made to Figure 2, wherein links of Communications and similar network points identified in Figure 1 have been identified in Figure 2 using similar numbers and acronyms. In Figure 2, the administrative network of prior payment is shown inside broken lines. The mobile switching center 14 includes a call control unit 50 to allow a call to be established with the previously paid subscriber when the previously paid service credit balance exists and to terminate the call when the previously paid service credit balance is null. The mobile switching center further includes a DMH protocol conversion unit 52 and a detailed call generation point 54 for continuously generating real-time call event DMH formatted messages related to the call by the previously paid subscriber and sending the formatted DMH messages of real-time call event to an administrative network 38 of pre-payment through link 42 of DMH signaling. The home location register (HLR) 22 is connected between the mobile switching center 14 and the prepayment management network 38 to identify the previously paid subscriber to the mobile switching center 14 and to instruct the network 38 to communicate other messages from the network 38 to the mobile switching center 14 via the signaling link 41. The pre-paid administrative network 38 includes a pre-paid application server 56 (PPAS) 5 having a database 58 that stores information related to the service credit balance previously paid to the previously paid subscriber. This data base 58 is updated with new credit balance information received from the unit 44 that responds to the interactive voice to check the subscriber's credit. The previously paid application server 56 also includes a rate determination table 60 for generate in the call establishment an initial debit charge rate used during the call to reduce the previously paid service credit balance. The rate determining means in response to the real-time call event DMH formatted messages received from the detailed call generation point 54, reviews the initial charge debit rate to generate a real-time debit rate used during the call to reduce the previously paid service credit balance. The rate determination point 60 stores a plurality of previously defined debit rates associated with the particularities of real-time call event by the mobile switching center 14, to the subscriber previously paid. The rate determination point 60 selects a predetermined debit rate associated with the particularity of real-time call event used by the previously paid subscriber and communicates the charge rate to the timer 62 placed within the pre-payment application server 56. database 58 sends subscriber's credit balance information in the form of a time-lapse signal to adjust timer 62. Stopwatch 62 receives a signal of decrease of rate of time or value of rate decrease from table 60 of charge rate determination and begins to decrease the time interval as the previously paid subscriber continues with the call. At the end of the call, the timer 62 sends a signal to the data base 58 associated with the unused time still available as credit to the previously paid subscriber. An initial charge rate is communicated to the timer 62 from the charge rate table 60 that is associated with the services that the previously paid subscriber is using in the call establishment and communicated from the mobile switching center 14 in DMH formatted messages . In the event that the previously paid subscriber changes the services associated with the call, such as, for example, adding another terminal to the call in the form of a conference call, changing the cell locations, changing switch locations or moving to another service area, then the call event information updated is sent to call load scale point 60 and a new rate is sent to timer 62 to decrease the timing credit balance remaining on the call. When the credit balance in the call reaches a null value, then the timer 62 sends a message to the switching center 14 through the communication links 24 and 40, through the case location register 22 to clean or terminate the call. call. The call is then terminated by the call control unit 50 in the mobile switching center 14. It is within the scope of the present invention that the timer 62 sends messages to the call control unit 50 when the predetermined balances are reached so that the mobile switching center 14 can alert the subscriber of the decreased credit balance. With this information, the previously paid subscriber can manage the call to finish it at a convenient time or choose to increase the credit balance to the 58 database. When the credit balance in base 58 of data is increased during a call, then the signal is sent to timer 62 to readjust or increase the credit balance time interval in accordance with the credit added to the previously paid subscriber's account. The prepayment administrative network 38 further includes a call detail pick-up point 64 (CDCP) connected to the call detail event generation point 54 of the mobile switching center 14 and the rate determination box 60. The signaling between the call detail collection point and the call event rate determination box is via the Internet Protocol (IP) communication links 66. The call detail pick-up point is further connected to other mobile switching centers via communication links 68 (DMH) outside of the present mobile switching center 14 to relay the DMH formatted messages of real-time call event from the other nodes when the previously paid subscriber is receiving service from the other nodes outside the subscriber's home service area. This point 64 of call detail collection makes it possible for the previously paid subscriber to move out of their service area receiving service through the mobile switching center 14 and still continues ~ ^ *,. . > ? J '".-»' a ^^^ - ^ - having service. In this case, when the time credit balance in the timer 62 reaches a null value, then the message sent to the call control point 50 in the switch serving the call and the call is cleared or terminated by the switch visiting . The last point shown in Figure 2 is the billing or accounting management center 70. This center is connected to point 64 of call detail collection through communication link 72 to receive formatted DMH messages for billing purposes, This information is not real-time accounting as in the pre-paid application server and handles to subscribers who are not previously paid subscribers of the wireless telecommunication system 10. Referring to Figure 3, an alternative network arrangement is shown for the prepayment administrative network 38 and the mobile switching center 14. In this embodiment, these are two changes of the mode of Figure 2. First, the timer 62 is now placed in the mobile switching center 14. Second, the call detail rate determination box is now placed as a node serving the server 56 of Previously paid applications. In this mode, the call detail rate table 60 is capable of serving more than one previously paid application server common to an operator. An alternative signaling link connection for the call detail rate determination frame is shown by the broken line 61. In this alternative, the link 66 would be connected directly from the call detail collection point 64 to the application server 56. previously paid. Referring to Figures 4 there is shown a signal flow and node operation diagram illustrating the real-time DMH formatted message flow between the mobile service switching center 14, including the timer 62, and the administrative network 38 of prior payment through the signaling links shown in Figure 3. In Figure 4, the service MSC or gateway 14 sends a formatted message 100 of DMH to the call detail collection point 64 of the administrative network 38. pre-payment The message 100 represents a call event that occurs in real time during a call placed by a previously paid subscriber. This message 100 also includes information related to the identity of the previously paid subscriber. The point 64 of collection of The call detail below sends a DMH formatted IP protocol message 102 to the previously paid application server 56 representing the call event. The pre-paid application server 56 sends a rate request message 104 to the rate point table 60 which in turn returns a rate value message 106 associated with the call event to the previously paid application server 56. In the modality shown in Figure 2, the rate determination point 60 may be placed within the previously paid application server 56. Next, the pre-paid application server 56 creates a timer management order message 108 and sends this message 108 to the MSC 14 to control the timer operation in the MSC 14. When the call is completed, the MSC 14 sends a return message 110 to the previously paid application server 56 whose message 110 is a timing value corresponding to the unused time credit balance remaining at the previously paid subscriber. This message is stored in the server storage medium 56 of previously paid application. Even when the preferred embodiments of the method and apparatus of the present invention have been illustrated in the accompanying Drawings and described in the above Detailed Description, it will be understood that the invention is not limited to the described modes, but is capable of numerous rearrangements, modifications and substitutions without abandoning the spirit of the invention as set forth and defined by the following claims.

SUMMARY OF THE INVENTION A previously paid system (10) and method for allowing a previously paid subscriber 5 of a cellular wireless telecommunication system to review call features during a call within the operator node and movement locations to charge to the previously paid account is described. of subscribers on a real-time basis. The system 10 includes a switching node (14) that allows (50) a call to be established with the subscriber (16) previously paid when a previously paid service credit balance exists and the call terminates when the previously paid service credit balance is 15 null. The switching node generates (52, 54) continuously formatted Message Message Handlers (DMH) of real-time call event related to the call made by the previously paid subscriber and sends these event messages of 20 call to an administrative network (38) for prior payment. The prior payment administrative network stores (56) the previously paid subscriber service credit balance previously paid and generates an initial charge debit charge (60) from a call establishment 25 used during the call to reduce the balance of * fc ^ previously paid service credit. The prior payment administrative network, in response to real-time call event messages received from the detailed call event generation means, reviews the initial charge debit rate to generate a real-time debit rate used during the call. call to reduce the previously paid service credit balance. ^^^^^^^^^^^^^^^ • * a5 & *? ._ Jt-
