An easy tearing film sheet and water retardant are described. The sheet (with reference to printed papers such as labeling materials) is laminated on top with a biaxial oriented polypropylene sheet (BOPP) to delay the intrusion of water; or a printable prepared layer is applied on the biaxial oriented polypropylene sheet (BOPP). Furthermore, the biaxial oriented polypropylene (BOPP) can laminate on both upper and lower sides with a fastening agent layer respectively, furthermore it is applied on top with a detachment layer. On the sheet of the biaxial oriented polyproplylene (BOPP) it is pre-cut with tracks or openings of different forms such as circles or rectangles to an adequate interval, in such a way that the sheet can easily tear in the tracks or previously cut openings to provide an easy tearing such as a water retardant film sheet.
