본 발명은 가변율 동영상 부호화 기법에서 화질을 기반으로 하여 비트율을 할당하는 기술에 관한 것으로, 종래의 가변율 부호화 방식에 있어서는 고정된 양자화기를 사용한 후 발생된 비트량을 기준으로 실제 가변율 부호화기에 사용될 비트량을 예측하여 할당하게 되므로 균등한 화질을 제공할 수 없는 결함이 있었는 바, 본 발명은 이를 해결하기 위하여, 입력영상에 대해 단위시간당 발생하는 비트량이 소정치로 고정되게 부호화를 수행하는 제1단계와, 고정율 부호화가 수행되는 동안 발생되는 입력 프레임에 대해 복원된 프레임의 화질을 평가하여 저장하는 제2단계와, 전체 영상에 대한 고정율 부호화가 종료되는 것을 확인하여 저장된 화질 평가치를 기준으로 하여 단위 시간별의 목표 비트량을 계산하여 저장하는 제3단계와, 출력 버퍼에서 저장된 단위시간별 목표비트량을 기준으로 하여 비트율오차를 계산하고, 비트율 조정기에서 비트율오차와 영상내 복잡도를 기준으로 양자화 단계의 크기를 조정하여 단위시간당 발생되는 비트량이 목표치와 일치하게 하는 제4단계를 통해 비트량을 할당하도록 하였다.The present invention relates to a technique for allocating a bit rate based on image quality in a variable rate video encoding technique.
