The hinge portions 26 may not necessarily be directly connected to the upper and lower cover members 20 but may be connected in a spaced apart relationship. When the hinge portion 26 is provided, the other side of the cover member 20 at the upper and lower sides in the narrow piping site is stably maintained in a convenient posture while being assembled. Of course, the hinge portion 26 is applied within a range that does not hinder the installation of the cover member 20, such as interference with the flange 10. The projecting portion 22 and the groove portion 24 are engaged with each other to improve the airtightness.

According to the present invention, the cover member 20 is provided with a boss 32 for securing a certain distance from the flange 10. The boss 32 is formed in a hemispherical shape and is provided on a fastener 28 to which the bolt 12 is coupled. Thus, the boss 32 helps the flange 10 and the cover member 20 to be kept apart from each other by a predetermined distance or more.
