The manhole locking apparatus according to an embodiment of the present invention includes: a rotating body coupled to the center of the lower surface of a manhole cover; a locking cam which has guide protrusions formed on both ends and is coupled to the rotation shaft of the rotating body; a locking shaft which is coupled to and supported by the lower surface of the manhole cover and is arranged on both ends of the rotating body; and a guide member which is coupled to the end units of the locking shaft and has guide grooves on the inside to guide the guide protrusions. The guide protrusions move along the guide grooves and the locking cam moves in a vertical reciprocating motion by the rotation of the rotating body. The locking shaft moves to right and left to be accommodated in the locking groove formed on the inner wall surface of the manhole support or leave the locking groove.
