i) an oil phase comprising 10.0 to 30.0% by weight of oil, 20 to 50% by weight of a silicone polymer, and 3 to 8% by weight of a silicone-
Ii) 10 to 40% by weight of a polyol, and water as a remainder.
The makeup cosmetic composition according to claim 6 or 7, wherein the oil comprises one selected from the group consisting of dimethicone, cyclomethicone, phenyltrimethicone, cyclopentasiloxane, and combinations thereof. The makeup cosmetic composition according to claim 1, wherein the cosmetic composition has the refractive indexes of the oil phase part and the water phase part being equal to each other or having an error range of +/- 0.005. The makeup cosmetic composition according to claim 1, wherein the cosmetic composition is a makeup base, a foundation, a babe cream, a concealer, a lipstick, a lip gloss, a primer, a filler or a nightly formulation.
