상기 QR코드용 휴대단말기로부터 제공된 QR코드 정보를 기반으로 특정기관을 구분하여 상기 구분된 특정기관에 대응되는 검색항목 리스트를 상기 QR코드용 제보자 단말기에 제공하고, 상기 제보자가 사용하는 QR코드용 QR코드용 휴대단말기로부터 제보내용을 입력받는 경우에 상기 제보자가 사용하는 QR코드용 QR코드용 휴대단말기 및 상기 제보자를 식별할 수 있는 일체의 정보를 저장하지 않는 QR코드기반 익명제보시스템 관리서버; 및
