Abstract

관세환경의 변화를 해결하기 위한 하나의 접근방법은 단일 접점(single entry point)에서 무역관련 정보나 서류를 한번만 제출하면 되는 싱글윈도우(Single Window)를 전자적인 수단과 방법으로 설치하는 것이다. 전자적인 방법의 싱글윈도우는 정보의 이용가능성과 취급능력을 향상시키며, 무역과 정부 상호간 정보흐름을 촉진하고 간소화하며, 정부부처의 각 전자시스템 상호간 관련 데이터에 대하여 조화와 공유하게 함으로써, 무역 관련 모든 이해당사자에게 이익을 제공한다. 또한 공식적인 통제의 효율(efficiency)과 효과(effectiveness)를 제고시킴에 따라 자원을 보다 효율적으로 이용할 수 있게 되어, 정부와 무역업체 모두 비용을 감소할 수 있다
이러한 목적에 따라 현재 관세청에서 2005년에 구축 및 시행중인 전자통관시스템(이하 UNI-PASS)을 구체적으로 살펴보고, 그 문제점과 개선방안을 제시하고자 한다.

Claims (1)

  1. 부기관 전산망과 전자통관시스템을 연동시켜 이용자 중심의 컨텐츠를 개발 및 확대하여야 할 것이다.
    안정성과 신뢰성에 바탕을 두고, 민간의 참여를 도입하여 전자통관시스템의 경제성을 지속적인 해외사업 추진 및 접근성과 안정성 확보 등 지속적 품질관리 노력에 힘써야 할 것이다.
    추구해야 할 것이다.
    각 요건확인 기관 및 협회의 D/B와 시스템 연동을 통해 실질적인 수요자중심의 창구단일화(One-stop service)를 실현하여야 할 것이다.
