통상적으로 전화 통화요금은 발신자가 전부를 부담하는 방법과 수신자가 전부를 부담하는 수신자 요금부담 전용전화(예 080국)로 분류되어 있는데 이러한 방법들은 모두가 사전에 발신자 또는 수신자가 일방적으로 요금을 부담할 것을 기계적으로 고정하고 있어 통화 내용이나 상황에 따라 통화료 부담방식을 전환하고 싶어도 전환할 수 없게 되 있어 거기에 따른 부작용과 불편함이 상당히 많았던 것이 먼저 발신한 측에서 전화를 끊고 다시 수신을 기다려야 하는가 하면 수신자 요금부담전화의 경우 식별번호를 따로 두고 있어 전용 전화료밖에 쓸 수 없는 불편함은 물론 잘못 걸려온 전화나 장난 전화의 경우에도 수신자가 요금을 부담해야 하는 등의 폐혜가 있었다. 따라서 본 발명은 종래의 고정되어 있는 일방성 부과 방식을 지양하고 통화 중에라도 양방향에서 요금 부담을 선택 할 수 있는 방법 즉 어느 누가 먼저 발·수신을 했든 대화중에라도 통화료를 전부 일부 전무 등을 세부적으로 자유자재로 선택할 수 있게하여 상기한 폐혜를 없애는 과 동시에 쌍방간의 통화료 부담에 대한 합리성을 더욱더 발전 시킨 것에 대한 것인데 일부 외국(예, 미국)에서 실시하고 있는 A.R.S를 이용한 수신자 요금 부담전화의 경우 이는 단순히 교환원을 통해 수신자 요금부담 서비스를 하던 것을 자동으로 대체할 목적으로 통신사에서 발신자와 수신자를 연결하기 전에 통신사에서 발신자의 이름만을 자동으로 수신자에게 알린 뒤 선택여부를 수신자 전화기로 유도하는 방식인데 이것은 수신자 요금부담 전화라는 전용의 식별번호가 따로 고정되어 있고 또한 발신자와 수신자가 직접 연결되는 순간부터는 요금에 대한 다른 선택은 할 수 없으며 통화요금은 수신자가 전부 부담하는 방식으로서 본 발명이 목적하는 바와는 전혀 다르다고 할 수 있다 하겠는데 본 발명을 도면에 의해 상세히 설명하면 다음과 같다.Typically, telephone call charges are categorized into how the caller pays all and the recipient pays a dedicated call (e.g., 080), all of which are paid in advance by the caller or the recipient.
