상기 본체(10)의 일면에 조절대(31)와 쐐기편(35)을 구비하고, 걸이끈(20)의 가동단(22)을 쐐기편(35)으로 맞물리는 조절부재(30);를 포함하되,
상기 조절부재(30)의 쐐기편(35)은 일방향으로 돌출되는 첨두부(36) 및 조절대(31)와 접합되는 접합부(37)를 구비하고,
상기 조절부재(30)의 조절대(31)는 걸이끈(20)과 쐐기편(35)의 분리가 가능하도록 접합부(32)의 적어도 일부를 착탈부(33)로 구성하며,
상기 조절부재(30)는 걸이끈(20)의 가동단(22)을 수용하기 위한 함체(40)를 더 구비하고, 상기 함체(40)는 내통(42)과 외통(44)을 힌지부(46)로 연결하여 구성되며,
