변류기 2차측 단자 사이에 변류기 2차측이 개방되었을 경우 변류기 2차측을 단락시키기 위하여 구성된 변류기 2차측 단락부; 및
변류기 2차측 단자와 접지 사이에 위치하여, 변류기 2차측의 회로가 개방되었을 경우, 상승하는 전압으로부터 제어부를 보호하도록 상기 접지로 전류를 방류하도록 구성된 바리스터;를 포함하며,
상기 제어부는 상기 바리스터가 동작하는 경우에 상기 변류기 2차측 단락부를 동작시켜 상기 변류기 2차측 단자를 단락시키도록 구성되며,
상기 제어부에는,
상기 바리스터가 동작되면 감지신호와 트리거 신호를 발생시키는 바리스터 동작 감시부;
