실내로 유입되는 수도관에 연결되어 수돗물을 냉각하는 냉각부(1)가 구성되되;
냉각부(1)는 수돗물을 냉각하기 위해 수도관에 직결되는 수돗물공급파이프(10), 상기 수돗물공급파이프(10)의 외측에 구성되는 냉매파이프(20) 및 냉매파이프(20)의 외주연에 수돗물공급파이프(10)가 과냉각되었을 때 가열 동작하는 가열부(30)로 구성되고;
상기 냉각부(1)에는 냉매를 순환시키기 위한 콤프레서와 냉각기가 구비되며,
상기 가열부(30)는 수돗물공급파이프(10)의 유입부(11) 측과 배출부(12) 측에 구비되는 온도감지센서(13)와, 냉매파이프(20)의 외주면에 일정간격을 두고 구비되는 발열구(31)로 구성되고,
상기 냉각부(1) 및 가열부(30)는 온도감지센서(13)의 감지 값에 따라 제어부(50)에 의해 가동이 제어되며,
상기 냉각부(1)를 통과한 수돗물은 분배기(60)를 통해 생활용수관(61) 또는 난방관(62)으로 사용자가 선택하여 공급할 수 있도록 구성되고,
