However, in a mobile communication system in which a service is currently provided, a lack of resources and users demand higher speed services, and therefore, a more advanced mobile communication system is required.

In the meantime, earthquake and Tsunami Warning service (ETWS) and Public Warning Service (PWS) systems are being used in the service of LTE network in the state of transmitting disaster alert message about disaster such as tsunami and earthquake to terminal through mobile communication network Is provided.

The disaster information of ETWS and PWS is provided to the base station as text information.
