상기 기둥형 시설물(1)의 둘레를 전체적으로 감쌀 수 있는 크기로 구비되는 금속재질의 플레이트(plate)를 기둥형 시설물(1)에 감아 고정 배치시 양측단면이 서로 밀접되게 마감 처리되도록 하고, 표면 전체에 걸쳐 차량의 충돌 방지를 위한 인식 표시와 색상을 포함하는 도색무늬가 형성되도록 하면서 칫솔모 형태의 돌출구조로 엠보 처리된 요철부(111)를 형성하며, 상기 요철부(111)와 대응되는 이면에는 차량 충돌시 완충기능을 발휘할 수 있도록 실리콘이나 폴리우레탄을 포함하는 완충소재로 이루어진 완충판이 결합되도록 하는 도색판(110);
