을 포함하되,상기 부하 분산 과정은 상기 오프셋 타임을 상기 M2M 단말기로 전송하여 상기 M2M 단말기로 하여금 상기 M2M 단말기의 전송 주기가 도래하는 시점마다 임의로 설정된 상기 오프셋 타임만큼 경과된 후 데이터가 전송되도록 하는 것을 특징으로 하는 M2M 트래픽 관리 방법.
