상기 해수 유입구(171)를 직하방에 두는 분할공간에 위치하는 전극판(161,162)의 양 측단부(도 1에서 상부와 하부)에는 해수 균분체(130)가 고정 부착된다. 상기 해수 균분체(130)는 판상의 판체(131)에 다수의 해수 유통공(132)을 장방형으로 관통하여 형성한 것으로서, 유입되어 유동하는 해수의 흐름을 안정화시키고 각 분할공간에 균일하게 분배하기 위한 것이다. 도면에서 미설명부호 133c는 볼트 체결공을 나타낸다. 취수의 근원지인 바다 등에서 해수를 끌어올려 전해조(100) 내부로 이송하기 위하여 통상적으로 부스터 펌프(미도시)가 사용된다. 부스터 펌프에 의하여 해수 유입관(171)을 통하여 케이싱 내부로 압송되는 해수는 유동속도가 매우 높다. 따라서, 해수 유입관(171)을 통하여 유입된 해수는 빠른 속도로 각 분할공간을 거치며 전해처리된 후 해수 유출관(172)을 통하여 신속하게 배출된다. 그런데, 부스터 펌프에 의하여 고압으로 압송된 해수가 너무 빠른 속도로 케이싱(110) 내부를 흘러 배출되므로 전극판(161,162) 사이에서 충분히 전기분해되지 못하고 그대로 배출되는 문제가 발생한다. 또한, 종래에는 빠른 속도와 고압으로 유입되는 해수가 케이싱(110) 내부에서 난류 및 편류를 형성하여 빠르게 지나가므로 전해처리 효율이 떨어진다는 문제가 있었다. 그리하여 본 발명에서는 해수가 최초로 유입되는 해수 유입관(171) 직상방 쪽의 전극판(161,162)의 양 측단부에 해수 균분체(130)를 설치하여 해수의 안정화와 균일한 유동 분배를 실현한다. 즉, 해수 유입관(171)을 통하여 전극판(161,162) 사이로 유입되는 해수가 해수 균분체(130)의 해수 유통공(132)을 통과하면서 유동 속도가 진정되고 안정화된다. 따라서, 첫번째 공간에서 전기분해가 일어날 수 있는 충분한 시간과 면적이 확보된다. 즉, 해수 균분체(130)로 인하여 해수가 편류 또는 난류로 형성되는 본류를 따라 그대로 빠져나가 버리는 현상을 방지할 수 있게 되는 것이다. 첫번째 공간에서 안정화된 해수는 편류의 생성없이 연속하여 인접한 다음 공간의 전극판(161,162) 사이를 균일하게 흐르면서 전기분해 과정을 거친다.
