내장함(103)의 바닥중앙에 돌기(202)를 구성하여 급수통(201)을 삽입하였을 때, 돌기(202)에 의해 탄력스프링(205)이 압축되며 밸브(204)가 개구부(207)를 열리게 함으로서 급수통의 내용물이 좌측티슈함(102)의 바닥면으로 일정하게 공급되어 담수판(109)으로 스며들게 한다.

담수판(109)은 좌측티슈함(102)의 바닥면에 구성하되 내용물을 잘 흡수할 수 있는 소재로하여 담수판위에 적층되어 있는 티슈페이퍼가 1-2장 또는 3-4장씩 급수통으로 부터 공급된 내용물을 잘 흡수할 수 있도록 하여 연속적 사용에도 원활한 물티슈의 공급을 이루도록 한다.
부연하면 급수통(201)으로부터 좌측티슈함(102)의 바닥면으로 흘러들어온 내용물을 좌측티슈함(102)에 구성된 담수판(109)이 흡수하게 되고, 그 담수판(109) 위에 적층되어 있는 티슈페이퍼가 다시 그 내용물을 흡수하게 되어 물티슈로 만들어지게 되는 것이다.
이렇게 준비된 물티슈를 토출구(105)를 통해 한장씩 인출하여 사용하게 되면 티슈함(102)에 적층된 티슈페이퍼가 순차적으로 내려와 담수판위에 놓이게 됨으로서 계속적으로 물티슈를 공급하게 되는 것이다.
이때 티슈페이퍼에 흡수된 물의 양은 토출관(107,108)의 토출인입구(105')에 의해 티슈페이퍼의 물기를 알맞게 제거되게 함으로서 물티슈의 사용이 적합하도록 한다.
물티슈를 공급하는 다기능 디스펜서에 있어서 티슈의 인출방향이 수직방향(↓)과 수평방향(←)으로 하였을때 각각 토출관의 구조가 달라지게 되는데, 도1에서 처럼 인출방향이 수직방향(↓)일때는 ┏ 형의 토출관을 (108)로, 도4에서 처럼 인출방향이 수평방향(←)일때는 ━ 형의 토출관을 (107)의 기호로 구분하고, 또 티슈페이퍼가 토출관에 처음 끼워져 들어가게 되는 부분을 토출인입구(105')로 또 그 끝단을 토출구(105)로 구분하여 설명하도록 한다.
