In the rate limiting policer,
by granting or denying producer NF service instance capacity requests from said SCP worker instances such that combined egress traffic from said SCP worker instances does not exceed rate capacity of said producer NF service instances; and performing producer NF service instance wide egress rate limiting between and producer NF service instances.
