PURPOSE:To handle the respective conditions of an overloading state and a no-load state by stopping the reading of a corresponding signal when the D- channel of a certain specific digital subscriber line enters the overloading state, and performing processing without affecting the D-channel signal reception of other digital subscriber lines. CONSTITUTION:A CPU 50 reads D-channel reception display signals (RD1-RDn) from D-channel terminating circuits DH 31-3n out of a D-channel reception display readout port (IO) 40 periodically and processes it. The CPU 50 counts signals which are read out and processed periodically in LN units, judges that a LN is overloaded when its counted value exceeds a set threshold value, and stops the D-channel signal reception of the LD in the overloading state without affecting the delay of the reception processing of other LNs. Consequently, the delay time of D-channel signal reception processing from other digital subscriber lines caused by a lot of D-channel signals of one digital subscriber line can be shortened.
