CONSTITUTION:A car wheel rotation sensor S for detecting the slipping down of a vehicle on a slope is formed into a two-phase type with the aid of a semiconductor resistance element. The retreat rotational direction of car wheels, on the basis of respective phase outputs of this rotation sensor S, is discriminated by means of a phase detection circuit 3. And the output of this phase detection circuit 3 is inputted into a control circuit 4, and a predetermined brake action is commanded to a brake device 6 through a drive circuit 5. As a result, the small rotational amount of car wheels is detected as a large resistance change amount, and the start of the small slipping down of the vehicle at the time of slope starting is detected rapidly and surely, and the function of brake can be improved.
