Abstract

PURPOSE:To attain compression coding to a picture signal with excellent picture quality by applying coding in matching with picture contrast. CONSTITUTION:A coder side divides an input picture into plural blocks in advance prior to coding and a contrast detector 1 detects the contrast of each block. The picture is classified into a high contrast picture, a medium contrast picture and a low contrast picture respectively depending on the contrast for each block and high efficient coding is applied by coders 2-4 in matching with the type of picture. Decoders 11-13 apply decoding at the decoder side by using a parameter in matching with each type.
