The space charge mitigating layers 4-7 are formed by copolymerization at the ratio of aromatic monomer 0.01-2mol% against ethylene 1mol. the electron energy on the periphery is sucked by the resonance effect of the benzene ring of the aromatic monomer, the formation of space charges is prevented, in addition the dielectric strength of the base polymer constituting the resin is improved.
